RI Passes Medical Marijuana Bill

The Rhode Island legislature has passed a medical marijuana bill which now awaits Governor Donald Carcieri's signature. However, the bill passed by more than enough margins to override a veto, and if he leaves it unsigned, it becomes law anyway. Rationality wins another victory over the drug war.
