According to a study by polidata, here are the states slated to gain or lose house seats (and therefore electoral votes) when reapportionment happens based on the 2010 census:
Arizona (McCain): +2
California (Obama): -1
Illinois (Obama): -1
Iowa (Obama): -1
Florida (Obama): +2
Georgia (McCain): +1
Louisiana (McCain): -1
Massachusetts (Obama): -1
Michigan (Obama): -1
Minnesota (Obama): -1
Missouri (McCain): -1
Nevada (Obama): +1
New Jersey (Obama): -1
New York (Obama): -2
North Carolina (Obama): +1
Ohio (Obama): -2
Pennsylvania (Obama): -1
Oregon (Obama): +1
South Carolina (McCain): +1
Texas (McCain): +4

That's a net gain of 7 electoral votes for McCain states, as the population continues to migrate south.
